(1) This is not an error. This proposal was approved by Congress in 1789 along with eleven others.
• First of the twelve was for re-apportionment [See (2) above] and is still unratified although Amendment XIV covers this same subject and was ratified in 1868.
• Second on the list was about Congressional pay raises [See (1) above] and was ratified in 1992 to become Amendment XXVII.
• Three through twelve were ratified by 12/15/1791 and became
Amendments I - X -- the Bill Of Rights.
